Government institutes to continue high school?

my maids son is a drop out from government school. He left studies when he was in 8th class. Now he wants to join school again but the principal has refused to enroll him as he had left once before too. I want to know that if there is any gov. or gov. recognized institutes (like IGNOU etc.) which offer courses to complete senior secondary level education?
