Never trust a person that doesn't trust others?

Some people have a hard time trusting others. I have a feeling that these people are often not trustworthy themselves, as a person's views are often a reflection of who they are. I am a fairly trusting person, and consider myself fairly trustworthy. Do you think my assessment seems correct for the most part? I realize that region and culture can play a role too (ex: I would have a very low level of trust for a stranger in NYC, but I would have a moderate level of trust for a new acquaintance in Tupelo, MS that seems reasonable).
